Only when the Value Propositions (see "analysis & planning") have been clearly defined will any business have clear answers to the various aspects of this question. One critical element is differentiating between information in the public domain, meaning unrestricted, versus information that needs to be restricted to some, but not all stakeholders. Another is deciding what is it we need to communicate, to whom, in what way and with what restrictions, if any.
